Licensing requirements under the Controlled Substances Act require
all persons who apply herbicides or pesticides for a fee or reward to
be licensed. "Any person who applies a herbicide using engine powered spray equipment, onto land they do not own or occupy."

Tasmania
This licence is required to offer pest, weed
or disease control services for fee or reward. Examples of
situations requiring a Commercial Operator Licence include broad
acre agricultural spraying under contract, dipping or drenching
livestock or weed control as part of a lawn mowing/site maintenance
service.

Victoria
"agricultural spraying for fee or reward"
Under Victorian legislation there are controls on various aspects of
the uses of agricultural chemicals. Some particular uses are prohibited
and some require permits. Users of certain agricultural chemicals are
required to obtain an Agricultural Chemical User Permit (ACUP) or work
under the direct supervision of an ACUP holder. Additional restrictions
on the use of some herbicides apply to particular geographic areas known
as Chemical Control Areas. The Department of Human Services is responsible for the licensing of
commercial spray operations on Public Land, and within urban areas. The Regulations do not apply to anyone who only applies a herbicide
listed below with hand held hand-pumped equipment that has a tank capacity
of ten litres or less.
